Defence Ministry Unveils 'RAKSHA' Framework Detailing India's 10-Year Defence Diplomacy Roadmap
The Ministry of Defence has formally unveiled a milestone strategic blueprint titled 'RAKSHA', establishing a 10-year roadmap for India's global defence diplomacy and security partnerships. Unveiled by Defence Minister Rajnath Singh in New Delhi on September 3, 2026, the document signals a proactive shift in aligning national security objectives with international military cooperation to foster long-term global stability.
The 'RAKSHA' framework is anchored in four main strategic pillars: deepening bilateral and multilateral security partnerships, enhancing capacity building through joint military exercises and training, promoting indigenous defence exports under the Make in India initiative, and consolidating maritime security in the Indian Ocean Region. Through these pillars, the government aims to expand India's presence as a reliable global defence manufacturing hub while serving as a First Responder and Net Security Provider across strategic maritime corridors.
The announcement comes at a crucial juncture as India's defence exports reached an all-time high of over ₹38,000 crore in the preceding fiscal year. Senior officials from the Armed Forces, Ministry of External Affairs, and National Security Council Secretariat attended the release event. The policy framework will guide India's military outreach, joint technology development, and strategic dialogues over the coming decade.
