Finance Ministry Highlights ECLGS 5.0 Framework to Support MSMEs and Airlines Amid Global Disruptions
The Union Ministry of Finance on September 5, 2026, issued a comprehensive background note detailing the progress and operational framework of the Emergency Credit Line Guarantee Scheme (ECLGS) 5.0. Implemented by the National Credit Guarantee Trustee Company (NCGTC), the scheme is designed to cushion Indian businesses against escalating geopolitical turmoil, volatile supply chain costs, and liquidity pressures across economic sectors.
Unlike earlier phases introduced to tackle pandemic disruptions, ECLGS 5.0 specifically targets external economic shocks and geopolitical headwinds. The scheme enables financial institutions to extend additional working capital to eligible micro, small, and medium enterprises (MSMEs), select non-MSME borrowers, and scheduled passenger airlines. It aims to facilitate an additional credit flow of up to ₹2.55 lakh crore across the financial system.
Under the framework, the government provides 100 percent credit guarantee coverage for MSMEs and 90 percent for non-MSME enterprises and commercial airlines. Small businesses remain the central beneficiaries, accounting for over 98 percent of total guarantee issuances by number. By offering structured relief with extended loan tenures and moratorium periods, the initiative aims to maintain domestic production, protect employment, and enhance overall business resilience during global uncertainties.
