Karnataka to Impose 2% Welfare Cess on Cinema Tickets Starting September 30
Moviegoing in Karnataka is set to become more expensive as the state government officially notified a 2% welfare cess on all cinema tickets, effective September 30, 2026. Enacted under the Karnataka Cine and Cultural Activists (Welfare) Act, 2024, the newly introduced levy is designed to establish a dedicated welfare fund and social-security board for technicians, workers, and artists across the film and cultural sectors. Under the provisions of the law, the state government had the discretion to impose a cess ranging between 1% and 2%, and it ultimately chose to enforce the statutory maximum of 2%.
The announcement has drawn immediate concern from the Multiplex Association of India (MAI), which stated that the additional levy comes at a time when cinema exhibitors are trying to make theatrical entertainment more accessible to the public. Unlike neighboring South Indian states that impose regulatory price caps, Karnataka operates on dynamic market pricing, where weekend multiplex tickets for major blockbusters can reach steep rates. Multiplex chains are expected to pass the additional operational cost directly onto filmgoers. While legal challenges by industry bodies had previously delayed the implementation, the state has now resolved those hurdles to mandate collection starting September 30.
