Union Government Unveils DILRMP 3.0 Guidelines with ₹565 Crore Outlay to Create GIS-Based Land Stack
The Department of Land Resources under the Ministry of Rural Development officially launched the operational guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 for the 2026–2031 period. Announced in New Delhi on September 9, 2026, the upgraded Central Sector Scheme comes with an anticipated financial outlay of ₹565.50 crore and will be implemented across all States and Union Territories over the next five years.
DILRMP 3.0 marks a strategic shift from basic digital record-keeping to creating a comprehensive, Geographic Information System (GIS)-enabled "Land Stack." Key components of the programme include the nationwide rollout of Universal Bhu-Aadhaar (Unique Land Parcel Identification Number or ULPIN)—a 14-digit alphanumeric code assigned to every land parcel in India—along with the full digitization and georeferencing of cadastral maps. Additionally, the initiative mandates end-to-end paperless property registration, the establishment of a centralized Registration Repository, and the technological modernization of 75 sub-registrar offices across the country.
For citizens, particularly farmers and property owners, the modernization program promises to significantly reduce land disputes, streamline bank loan approvals, and eliminate fraudulent land transactions. By integrating maps, ownership deeds, and pending court cases into an interoperable digital infrastructure, DILRMP 3.0 will enable seamless property transfers and transparent access to verified land records directly from state digital portals.
